Is there any way it can be done to encourage marriage?

I think it was President Reagan who said when you subsidize something, you get more of it.

Seems many today are rewarded for having children outside of marriage.

At the same time, I support Crises Pregnancy Centers. So, how do you reconcile all that? How do you stop a vicious cycle?
