I looked down to the conclusion because this is an extensive academic work. It seems like the author holds the JEDP theory and is suggesting the Shapira manuscript is a precursor to Deuteronomy and does not contain the legal portions of Deuteronomy.

The antiquity of this manuscript is a matter of debate, but way beyond my knowledge base.
