I don’t think it’s mental illness or mental inability. Trump did not survive and thrive in Gotham real estate because he’s stupid or insane, to put it mildly. He did, however, thrive in that arena because he’s mastered the art of drawing people off what he’s really about to do, which appears (IMO) to be the real thing he’s doing here. He simply knows that the media will run off like bloodhounds whenever he throws something wild out there, and he’s using it to brilliant effect.
I suspect Obama did a lot of the same thing, since for that entire 8 years (and his campaign before that), he always seemed to have a new scandal to be that bright shiny object that the raccoons of the media would chase after just as an old scandal seemed to be getting legs.
