Would a program like Kids Hope USA be an appropriate ministry for a church, in your opinion?

KIDS HOPE USA is the catalyst for an expanding network of church/school partnerships. These partnerships take on the enormous challenge of kids at risk—One Child, One Hour, One Church, One School at a time—through one-on-one mentoring relationships.

CHURCH AND STATE SEPARATION
KIDS HOPE USA respects church-state issues, and all participants are trained to strictly adhere to U.S. Department of Education guidelines to ensure that the program does not violate the separation of church and state.

Mentors are trained to understand that they must abide by the rules of the school at which they volunteer. They are not allowed to evangelize or pray while at the school or on school property because it is against the law. It is understood that a violation could result in the termination of the program.

Principals are advised that parents may choose to someday send their children to events at the church, only after parental permission is granted. The scope of a KIDS HOPE USA program remains focused on the one hour that takes place at school.

The school district to the east of the school district I live in had to drop all funding for extra-curricular activities (band, clubs, sports, etc.) The teachers who get paid extra to lead these things have volunteered their time without pay to coach the teams and do the other stuff. It is an opportunity for the church. But it does me good to see our public school teachers, who have complained that getting paid over 40k for about 40 weeks of work isn’t enough, step up and do something extra for nothing. Christian school teachers have done this for years and make about half.
